on the subject of the complaint made by the National Bank

of Ching Limited with reference to coal stored at Canton,

and enclosing the reply of the Viceroy of Canton to the

statements made in my Note of January 6th,

Excellency says that the Yao Hsing coal-yard was established

with share capital supplied by Chou Tsuo-chi

that Chou entrusted the business to Peng Hua-ch'uan (Peng fa-min),

otherwise known as Peng Rui-hsien, to manage for him;

that according to the evidence of Feng Chi-ming, Chou's

accountant, Chou had $100,000 worth of shares in the

coal-yard, to which account, another $50,000 was subsequently

added: and that most of Peng Hua-ch'uan's ordinary

business was carried on with capital supplied by Chou.

Excellency further stated that Chou having misappropriated

over $2,000,000 of public money while he was clerk of

IMPERIAL HIGHNESS PRINCE CHING,
